Rowe is battling a hamstring injury, while Richards is still recovering from a knee injury. Waddle and Hamilton are standard healthy scratches as the 4th options on the roster.
Most curious is the team’s decision not to activate Foster or Whalen in the absence of Amendola, who is out with an ankle injury. The Patriots will rely on Julian Edelman and Chris Hogan out of the slot, with Malcolm Mitchell on the outside.
Also, ST Matthew Slater is making his return after missing time with a foot injury.
